School Management and Public-Private Partnerships in Uganda

This is the first internationally benchmarked estimates of school management quality in Africa (based on the "World Management Survey"). This data is combined with individual student panel data to demonstrate that differences in school management quality matter for student value-added.

Lee Crawfurd finds no difference between the quality of school management in government, private, or public-private partnership schools, except for PEAS schools. PEAS is an exception due to its strong internal performance management framework with high stakes for head teachers. PEAS schools are found to be substantially better managed than average, and perform commensurately better in terms of student value-added.
